Good question um...anytime really, but I think it would be helpful if I provided the times of expected road closures as a guide. Since the roads here closed at 1pm, I guess noon arrival would be good if by car, otherwise it depends on the metro rail crush.
(I'm thinking ballpark noon as very early, 7-8 as good luck getting here but you're welcome to try which includes by hoof)
