Are you talking Afghanistan? First, I'm not sure if that is strictly true, especially given the US reluctance to count civilian casualties. But regardless, people are far more tolerant of violence perpetrated by their own than they are of violence from outsiders. This is especially true in Afghanistan, where the only thing that brings the various groups together is a foreign invasion.
To provide an analogy, Americans kill a lot more Americans than foreign terrorists do, but we don't react with nearly the horror.
