Not a bad quick read - very biased but given the MADD and aggressive driving campaigns, it almost is fair.
I may have been wrong when I said there was no standard in DC, that it was .01. I can't find the damn statute in Westlaw, but I did find a standard of .04 for commercial vehicle drivers.
