The EITAAC Standards sec.508 doesn't prohibit blinking text, but limits the rate of flash (as you said)... which supports my original statement, IE is "broke".
it has also been suggested that 55Hz is not a suitable upper limit rate since it is the frequency of european electrical power(220v/55Hz). And even though the standard has been (partially) adopted by W3C, it is only required for Federal websites (read - doesn't matter to me).
I have tested Netscape (to)7.1, Mozilla (to)6, Firefox .8 (earlier versions were called Firebird), Konqueror (to)3.2, and Opera (don't recall the version). All support blinking text(Konqueror 3.2, and Firefox .8 were just released weeks ago).
