My other suggestion was to make driving harder! Make the lanes smaller and standardize car size, so if you're impaired for any reason (booze, phone, kids, idiocy, age) you simply would lack the ability to drive and be much easier to spot.

I am tired of laws made for the lowest common denominator...they're economically inefficient. Then again, I'm sick of tv, film, and music made for the same audience!
