What do you expect from a state that just recently apologized for their “eugenics” policy? Maybe they aught to bring that one back and combine it with their new law. That way, you'll have the morons raping women, lots of unwanted babies and the unfortunate women being forcibly sterilized for the inferior genetic trait of bearing children out of wedlock.
